It is always a good idea to verify your paypal account (this is how paypal make sure of your identity) with your credit or debit card, but you should not be worried if you don't have one coz there are no big restrictions on receiving money to an account which is not verified. The restrictions are mainly for sending or withdrawing money (to your bank account or asking for a cheque) from an unverified paypal account exceeding $100.
